Hello Aspirant,
No you are not eligible for NEET UG 2022 because you got failed in Chemistry Theory part and as per the eligibility criteria for NEET UG the candidate should get minimum 50% aggregate in PCB combination and should pass in theory as well as practical both but you got failed in theory so even after you passed overall you will not be eligible for NEET UG.
For your reference complete NEET UG eligibility criteria is given below :-
** You must have passed 10+2/equivalent from any recognized central/state board with PCB combination.
** English should also be in your curriculum of class 12th or equivalent and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st 2022, as per the current eligibility criteria.

With reference to yoru above mentioned query, i would like to tell yo the detail Eligibility Criteria for which you have to be eligible for NEET Examination.
The NEET Eligibility criteria is given below :
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.
Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
You must have completed 17 years as on 31st December, 2021.
NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects
UR - 50%,
OBC/SC/ST - 40%,
PWD - 45%
There are no restrictions on the maximum NEET attempt limit 2022.
