Law program is of two types, first is integrated one based on 10+2 qualification for a duration of five years in many forms such as BA-LLB, BBA-LLB,BCom-LLB.While the three year duration LLB is based on graduation degree.
Eligibility of integrated law program is having passed 10+2 from a recogized board with minimum 50% aggregate, there's relaxation of 5% in case of reserved category.
Now, coming to your question CLAT offers five year integrated law program based on eligibility of 12th education and LLM is based on passed LLB degree/five year integrated law program. CLAT doesn't offer LLB program. This admission is for 14 NLUs and 52 other private colleges.

Hello student Clat is a national level entrance examination to get Into top law schools of India along with 22 national law University. Application form for Clat starts from 1st of January and shall remain open till 31st March 2020.
No its not mandatory that if you'll not appear in clat then you're not eligible to pursue law. There are few other law entrance examination for admission in 5year BA LLB program.
