The Defence quota is applicable for personnel from Indian Armed Forces (which includes the Army, Navy and Air Force. Therefore if you have a NCC certificate it would not help in any way to grab the defence quota. Only wards/widows/wives of Defence Personnel from Army , Navy & Air Force from Priority-I to Priority-IX are eligible for the defence quota.
