Sir for all India quota 2nd round counselling I have to pay the registration fee and security money again if I have paid in 1st round.

Hey Pinki

The registration fee and the security money is paid only once. Now since you have already paid it in the first round, you don't have to pay it again in the second round. All you need to do is wait for further rounds to get over and then get the registration and all other formalities  at the college done.

Mam if I don't a seat in second round then this fee will be refunded or not if yes then when.
