I understand that you are not able to open the options entry domain of the PGCET and so to answer your question this scenario might have rose from some technical snag on the website's part which should resolve itself within a day or two.

If it does not resolves then something might be wrong with your application status and if that's the case then I suggest that you address this matter to the concerned authorities via post or mail while clearly mentioning your issue and necessary details and request them to solve the discrepancy at the earliest for convenience.
