You can get 85% quota only to that state you have domiciled. You can apply for any state quota 85% seats but at the time of counselling they will demand domicile certificate or bonafide certificate which will clearify you belong to that state.
If you would fail to deposit domicile certificate then your money will be wasted in that counselling.
So you should apply to only those states 85 % quota having domicile or bonafide showing you belong to that state.
If you have karnataka and tamil nadu domicile then you will be eligible for counselling in both states.

No. In case you are a resident of Tamil Nadu for atleast 6 years then you can get a domicile made for you by the government by applying for it and furnishing documents such as tax reciepts,school leaving certificate etc.
But you cannot get a get a seat in 85% state quota of Tamil Nadu without state domicile as during counselling for state quota seats all the documents are verified.
