Yes,B.SC In marine catering is qualified course for UPSC exam as
the minimun Qualification eligibility criteria for UPSC (Union Public Service Exam) is
that candidate should have bachelors degree in any discipline fron any recognized University.
Candidate who are in final year or waiting for result can also apply for UPSC exam.

As you mentioned that you are a commerce Student and you want to persue Marine Catering. So it is a 6 month to 1-year full-time certificate level Maritime Catering course. The eligibility for the course is 10+2 examination or any equivalent examination with minimum 60% marks from a recognized board. No B.Sc is required to persue Marine Catering.
Secondly, This course is not qualified for IAS because IAS and Marie Catering both are two different streams and career options.
But as you said you are a commerce Student so let me tell you, If you are Graduate in B.Com with minimum 50% you are eligible for appearing in UPSC Exams for IAS.
