Hello dear student,
Yes definitely you can appear for the state quota if you belong from Jammu and Kashmir but a student for that you need to have your domicile of the state which is known as state subject in Jammu and Kashmir. if you do not have this certificate then I'm sorry to tell you dear student you won't be able to get the benefit of state quota in your state . Also I would like to add here that you can only eligible to get benefits of one state that is you can only take advantage of state quota from one state if you have domicile certificate from another state as well.
