To be eligible for Delhi State domicile, you shpukd be either the State's permanent resident or should have completed their 10th and 12th in Delhi. But without either if them, if you are a permanent resident of West Bengal and are planning to pursue your 11th and 12th in Rajasthan, you cannit claim State Quota of Delhi.
