HI, if you have no interest in Science it will not be a good option to start your career with since this will be of no help in future, even if you take it now later on you will get frustrated.Coming to your dream of becoming IAS officer, law could be a good start as there are subjects like political science then sociology with which you can get acquinted with for pusuing IAS, there are subjects like  Indian Constitution which will definitely help for IAS, but you should keep your focus on both subjects simultaneously.

It is a matter of grave concern that you do not like what you are doing and hence, there is no sensible task to continue with the same and if you wish to pursue law in future you can absolutely do it without any hesitation but you must ensure some of the following things:-

1. You have interest in the field of law

2. There are so many lawyers in the country, more than even the country requires but if you have a passion for it, then you may stand out of the crowd and succeed.

3. If you want to have an easy settlement in your career please do not join Law because it is not easy and requires a lot of potential, interest and hard work in it. Go ahead only if you are interested in it.

4. Have a career option in mind and pursue law accordingly.

5. If you have analytical skills and they are waiting to be flourished go ahead with the law.

Another important thing that matters is that whatever you have chosen as your higher education subjects will hardly matter in the field of law because everything will be taught from the basics and you will need to give an entrance test for the university you would want to pursue your law from.

Most importantly you should get away with engineering bcoz of your disinterest in physics and chemistry. Coming to law and IAS. You should go for B.A. (Hons.) in history, political science, social science, geography (these kind of subjects can be scoring in UPSC and later on if you want to pursue law you can join some premier law colleges for LL.B . Going for B.A.LL.B (Hons.) Wil cost you 5 years which you can't lose in case you want to go for UPSC. prepare for UPSC simultaneously while you will be pursuing you LL.B.

Moving straight to your query, if you have no interest in physics n chemistry which kinda form base of engineering knowledge I would suggest you to go for law. Being graduated in law would help you alot during your IAS examination as law and administration will  form major component of your civil service exam.

If you have no interest at all in science, then it's better not to pursue your career in Engineering because, Engineering requires knowledge and interest in Physics and Mathematics. The other option you mentioned is LAW which will be suitable as per your aim in life. Law does not mandate to have an interest in science. Also, this profession will help you to prepare for IAS Exam (especially the polity and economy portion).

Look you need to figure out where your strengths lies. Even if you are not interested in Phy or chem, you can still be good software/IT engineer if u are atleast good at logical reasoning, solving puzzles and good mathematics base.

On the other hand, for law you need to be good at articulating your views, identifying logical issues and problem solving.

So best way to figure out and get rid of confusion, identify where does your strength lies.

Interest gives rise to curiosity to study a particular subject whereas aptitude proves your capability to understand and score in that subject. Donot and I say donot chose a career path just because you are interested but chose it because you are both interested and you understand it and have full faith on your capacity to excel in it. Given your statements one would naturally suggest you to take law but you need to give am attitude test and know for sure that in which subjects can you excel at.

If you don't like Physics or Chemistry there is no meaning of pursuing a career in that field, so don't go for engineering. But if don't choose Law just because you don't want to pursue engineering.

Law is a whole different thing. You cannot go for Law just because you are not inteested in any other field. "Kuch nai mila toh law kar liya" wala-concept doesn't work anymore.

Go for CLAT and other entrance tests if interested.

You should always choose a career according to your interest.

Law, Engineering and IAS are totally different fields.

If you don't like physics and chemistry subjects you can go for Law or for IAS preparation.

All three careers are good and have good scope in the future it's all depends onyour interest which field you choose.
