For PSU each will hav eits own eligibility criteria and cannot be same for all so its difficult to be eligible for top PSU as some of them need All Clear Subjects without any reattempt.
Secondly for Mtech via GATe you can be eligible if you are in final year of Engineering and nmyou will be given admission on provisional basis untill you clear all subjects and showcase degree certificates.
