The scope of getting in bds in a govt college is a bit difficult in the first or the second round of allotment. However you can wait till the third or the mop rounds.

You have not mentioned which category you belong to. With a score of 400 ,you have chances of procuring a seat in the government dental colleges when comparing the results of previous years. But, it largely depends on your category and state you. For example, if you belong to general category, you have chances only in a few states while it you belong to the reserved categories, then you have quite good chances in most states.
