Ration card is an address proof /residential proof ,so inorder to get fee reimbursement from telengana state ,you need to have residential address of telegana, so that case may be some one suggested you to change your ration card to ts to get residential certificate for fee reimbursement.

Also ration card can be used to tell you the income of the family ,so it can be used to generate income certificate in TS
