You have got quite less marks in NEET for the govt. medical college criteria so you have less chances of getting the govt. college. The maximum rank for the J&K state quota seats is 58378 with the marks 427 in govt. dental college in srinagar and for medical college the marks are 440 in Sher e kashmir institute of medical sciences , soura srinagar.
