SIR I am getting 40 marks in gate civil engineering 2019 (OC)....can i get any lower ranked NIT'S or my state government colleges?

The thing is that everyone wants to go in NIT and IIT and there are a lot of colleges present because doing masters is like going into research and if you are uo for it your score should have been much better but still it is good enough for getting an admit into a college but not for PSUs.

you have very good decent score , but i would like suggest you try our tool for getting to know which college and PSU jobs as  just by your marks its hard to say which all the colleges you would get since lot many factors come into consideration like caste , gate score out of 1000,your graduation , so i would like to say go for our tool called college predictor or PSU jobs, that would give you exact results
