515 is a very good score. there are very high chances for you to get a mbbs seat in a government college in both these states.

Of course there is a good chance that you will get a decent government college in Haryana or Bihar whichever the case may be. Following the cut off trends, scoring above 500 is good enough to get a good government college in India.
There are a number of good medical colleges in Haryana and Bihar from which you may choose depending on your rank like PGIMS, MAMC, SGT etc.

Thats a good score, congratulations. Yes, you will get a seat in a government medical college in Bihar or Haryana. Chances are more if you have state quota also of these states.
