Hello student, a score of 400 in NEET is not enough for admission in government college even with reservation category. The cut off for SC category in Delhi or other state in India  is more that 410 in All India Quota as well as State wise quota. This cut off is for the year 2018. The cut off changes every year depending on the basis of competition, difficulty level of the exam, etc. Therefore, the chances of admission in medical college with 400 marks is very low.
