The JEE mains eligibility criteria for claiming state quota reservations are that a candidate who is Indian national but appeared for their class 12th/qualifying exam from an institution abroad(outside india) is eligible to apply from a state wherein he/she has a permanent address proof in India, which is also mentioned on the passport of the candidate.

According to the state of eligibility criteria for JEE, the state from which candidates clear class 12th is considered as their state of eligibility. Since, you have completed your Class 12th from Dubai you are not eligible for any home state quota but you will be eligible for other state quota seats or All India quota seats in all NITs, IIEST and Other-CFTIs.
