Sir I didn't get seat in 1 round of MCC AIQ My doubt is if I participated in round 2 of AIQ then again I didn't get seat in 2 round of MCC AIQ then I am eligible for 2 round of State quota or not.

Candidates who did not get seat or unhappy with seat alloted in Round 1 of All India Quota Counselling then you can go for round 2. While selecting Colleges for round 2 have an idea about previous year's cut-offs, so that you can choose Colleges according and won't end up not getting seat. If you won't get seat in 2 nd round also then you can go for State Counselling. There is no rule that you cannot take part in round 2 of State Counselling if you have appeared for round 2 in All India Quota Counselling.
