Rules are changed now to reduce complications
Now 85% state quota is valid if you have done your 10th 12th from that state only.
Earlier, state of domicile did not depend on your educational place but now it does .
So technically, you are eligible for 85% state quota of Uttar Pradesh.

According to the new rules of reservation laid by the NEET authoritites, the state from which you have passed your +2 exam will be treated as your domicile against which you will get the reservation of seat in colleges.
So as you mentioned that you have completed your +2 from UP then you will be eligible for admission in UP.
Previously the rule stated that a candidate with a domicile of the state where they had been living for around 10 years or more are eligible for thats sate counselling and 85% seats
