you did not mention your category which will help you to know if u can get a seat in government medical college but check the following
if you belong to general then you can get seat in maharastra government medical college if your score is above 590
if you belong to sc/st then a score above 460 can fetch you a seat in maharastra government medical college

You have not mentioned the category you belong to, so I am assuming you from general category
It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that in general with 478 marks you hold a very low chance to get a seat in a Government Medical College
For example, in neet 2019, 539 marks for general category was the lowest marks required to get an mbbs seat in a government medical college under Maharashtra state quota and it was for Government Medical College, Gondia
