Belonging from general category and securing with the rank 13000 in EAMCET AP, it seems that the chances of getting a seat in the horticulture program is quite less. also, the cutoff rank for OC category in horticulture ranged from 7672 to 9512. But, don't get panicked, this is just an estimation. Moreover, the cutoff list changes from year to year and considers the following factors while making the list-

1. No. of candidates appeared the exam.

2. No. of candidates qualifying the exam.

3. Reservation and category board and so on.
