As you have mentioned that your neet score is 138 marks and you fall under obc category whuch have almost same cutoff as that of general category candidates.
Based upon your score in NEET 2019, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota and state quota.
You may have chances in private medical colleges for BHMS because some of the colleges just require passing marks in NEET to get you into the college for medical courses.
