Sir i got 155 marks in neet and my all india rank is 610991 in OBC category i will get seat in IP quota of ESIC or not??

I am sorry to tell you that with a score of 155 in NEET UG 2019, I don't think you will be able to get any government or private college even in IP quota of ESIC. I advice you to drop a year and appear for the examination again next year. I hope this information was helpful!
