Sir I got 16000 rank in cet for BBA. Can I get addmission in IPU and which college.

I am sorry to inform you but getting admission into a good college at IPUniversity requires a rank below 5000. It's difficult to get a college at 16000 rank but you can try for the low ranking private colleges to see if you have a chance there. Though it seems difficult, you should try. All the best.
