Sir I got 23000 in general and 5000 in OBC can I get cs in DTU or IIIT Delhi with defence quota

If you are from delhi region then only you can take advantage of defense quota otherwise not.

If you are from other state you won't get help from Defence quota. And you can't get admission In IIITD OR DTU at your rank.
