You have earned yourself an extremely high rank in the TS EAMCET. At this rank of yours, there is no way that you can get admission in any of the government institutes that offer pharmacy or biotechnology. The reason being that the number of seats available for these courses are extremely limited as compared to the number of applicants. The number of seats is so limited that it pales in comparison to the number of applicants. In order to be part of government pharmacy college, you need to score atleast a rank less than 3000 in general category. Anything beyond requires a backup of a good solid quota rank or reservation rank. Only then you could be part of a government pharmacy Institute. As far as Biotechnology is concerned, the seats are even more less and hence less is the cutoff rank in government colleges.
