It would have been appreciable if you had also mentioned your home state as HS quota comes quite handy in some cases. I would consider only the other state quotas of these colleges wherever applicable. Your rank makes Top NITs or IIITs certainly out of your reach even with the home state quota. Your mains SC rank of 16k is good enough for you to fill some tier 3 NITs with lowest of the branches. Tier 1 and Tier 2 NIT is out of your reach and thus you can save your time from looking for the same. I would advise you to check cutoffs for Newest of the NITs especially those in Northeast and also the newest of IIITs. IIITs which don't have permanent campus usually have higher closing ranks and thus you might get them.

My final advice would be to fill Tier2, Tier3 NITs, and Newest IIITs and GFTIs. Also, I would suggest you to also go for a special round which is the brightest hope for you to get any NIT or IIITs.
