Hello aspirant,
CSAB 2019(Central Seat Allocation Board) is the special round seat allocation in NITs , IIITs and IIEST Shibpur and some other gftis. This csab round is done after the josaa 7 rounds and it's main aim is to fill all the remaining seats in the colleges. It is also done in 2 rounds.
With your rank it is quite difficult to get NITs but you will get branches like biotech, ceramic, plastics in different nits

Hello,
Let me tell you that basrd upon the rank that you have secured you have very less chances of admission in the NITs and IIITs.Regarding special rounds you also have less chances there.I would suggest you to go for the private colleges, where you have chances by management quota. The cutoffs change every year and they are difficult to predict. The cutoffs are different for different categories and states.Generally there is a very thin line of difference between the cutoffs for general and OBC category candidates.
