As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
With SC category and 399 marks, you have high chances of getting a decent government medical college for MBBS/BDS program in your state tgrough state quota. Some of the colleges you might get-

With a score of 399 in SC category, you have chances of procuring a seat in the government medical colleges when comparing the results of previous years. Last year, a minimum score of 370 was required to fetch one a seat in the government medical college, Bettiah in SC category under the state quota. But, one thing to keep in mind is that scores and ranks vary each year with difficulty level of the question paper and availability of seats. However you can go through the following link to know about the cut off's and ranks for the previous years and calculate your chances of selection
