Sorry to disappoint you but 400 marks is very less for admission to a government college for BDS under general category. Marks around 490 or 500 would have worked under AIQ. Even for State quota, 450+ is on the safer side.
Also, there is no EWS category reservation in NEET 2019. So you cannot avail it.
