As you have scored the rank 40,000 in TS EAMCET you can not get admission into desired colleges as the authorities will give first priority to the SC, ST, OBC and Minority and then it gives to OC categories. So to get the admission into your desired colleges you have to choose the top colleges in web options. Some of the colleges you can get admission into :

These colleges are best in campus placements and you can have good faculty and you can get good campus life. Coming to the course selection it's better to choose ECE because it can have many opportunities and various paths after your undergraduation (B tech). It seems to be tough at starting but if have hope,self  confidence and hard working nature you can definitely achieve your goal and shape your carrer in right way as you want. According to previous year cutoffs and trends the closing rank for all the colleges you mentioned above under OC boys category for CSE and ECE branch is under 30k but your rank is far from that range,Hence it would be impossible for you to get the CSE or ECE seat in any of the college.

You can opt Mechanical and CIVIl in MLRITM,MLRIT.
