The government colleges along with the rank considers a lot of things like the schooling,matriculation and graduation results. Eg. IIM's at times makes call to students with comparatively lower rank but with high job experiences,etc.

The same thing applies for private colleges as well. You might get any of the too. U can apply in both and hope for the best.
