491 is considered as good marks, but you are from unreserved category ..
It's quite difficult to say that you have got government college but I'm really sure about that you got good private college..
For qualified unreserved category is 701-134 (Equals to 50 percentile)..
But as per the previous year cuttoff of college you need to score 450+ for government college
As you know the cuttof change every year..
It's quite difficult to say anything.
But yes you have chance of getting government college...

On the basis of your rank, category and home state. It is possible that you can get bams on the basis of last year trends (2019). In 2019; The cutoff for BAMS government colleges for UR category is 420+, for OBC category is 400+, for SC category is 380+ and for ST category is 350+. For the best BAMS government colleges the cutoff for general category is 480+ and for average BAMS government colleges is 450+. The cutoff will rise +20 this year (this just Guess).
