As you have secured 281616 CRL rank in jee mains , then sorry you will not get any nits or iiits. Because for getting a sure seat in nits or iiits then your CRL, rank must be roughly under 30000.
But if you belong from home state of some certain nits then by applying the home state quota you van hey some low nits like - nit sikkim, nit mizoram, nit arunachal pradesh, etc.
Other wise there is no chance for you to get any seat in any nits if you belong from other state quota during complete josaa counselling.
So it will be better if you try at some other state colleges or private institutions like kalinga institute of industrial technology or cv raman global university.

You haven't mentioned the branch you want to choose. Analysing the previous year data, you have fair chances of getting into IIITs and NITs. You can easily get a seat in some lower NITs. For getting too branches in the good NITs and IIITs you need to wait for some rounds of counseling.
