Sir i got 6253 in Ap polycet.Is it good rank or not? Can i get free seat in government college

Now each & every rank has its own significance. As per your Question it is difficult to answer whether the rank is good or bad.
But yes Ranks below 10000 usually get free seat, so don't worry you will get free seat , but in government college the ranks is usually high. You can try and search the websites for govt college.
