sir i got 74.6 percent in 12th exam in 2020 from up board . Am i eligible for NIT IIIT or GFTI in 2021........? i think i am eligible for NIT or IIIT because of the top 20 perecintle criteria but josaa didn't declare the top 20 percentile list in 2020 . then what should do now.....?

Which category do you belong to?
As per JEE information bulletin 2021,
To be NITs, IIITs and CFTIs one needs least 75% marks in 12th class examination or be in the top 20 percentile in the 12th class . For SC/ST candidates the qualifying marks is 65% in the class 12th board examination.
Now,
if you belong to Sc/st category then with 74.6 % you are eligible for NITs, IIITs and CFTIs as minimum requirement is 65 % in the class 12th board examination for SC/ST.
Even if you belong to general category then you're eligible for with 74.6 percent NITs, IIITs and CFTIs .
This is because,
For those who have passed their board examination in 2020, minimum percentage requirement in 12th board examination was not applicable.
Also,
top 20 percentile for all the boards is released by JoSAA every year and it's not like if you have passed your 12th board examination in 2020,you will have to fulfill the top 20 percentile requirement of 2021 Board examinations. One has to fulfill the top 20 percentile requirement of the year in which he has passed in 12th board examination .
So, if you have passed your 12th UP board examination in 2020 you need to be in the top 20 percentile of UP board examination 2020 but top 20 percentile list was not applicable for 2020 board students and so Jossa didn't release the top 20 percentile list . Now that, there is no top 20 percentile list for 2020 , being passed in 2020 there is no top 20 percentile requirement to be fulfilled by you and thus you are eligible .
Now, limited time is left for jee mains 2021 , so to prepare well your jee examination, go through chapters first and your focus should be on grasping concepts , practising questions and then revising them, go through mock test paper sample papers and previous year question papers as it will let you know your preparation level and and weak areas so that you can work on them and perform well in your examination.

Actually nothing about this issue has been mentioned in JEE mains 2021 eligibility criteria released by NTA
ideally you should be eligible as top 20 percentile list was not issued by Josaa for 2020 students and being passed in 2020 you need to fulfill the top 20 percentile requirement of the Year 2020 and not of 2021 which will be released by Josaa after 2021 board examination.
But yes, to be on the safer side what you can do it appear for improvement examination and get at least 75% so that you don't face any problem.
