You can refer NITs if you want to take admission in government college
Other than govt colleges there are so many private colleges too
In my opinion you should go for these colleges-
1. IIIT Amethi
2. JSS noida
3. Lovely professional University
4. IIIT Gwalior

As the Ap-eamcet cutoff  keeps on changing each year depending upon various factors such as :

• Previous year AP EAMCET cutoff trends

• Total number of applicants

• Total number of seats

• Difficulty level of the examination

As you have mentioned that your rank is 9500 in ap eamcet, with this rank your chances of getting cse seat in top colleges are low. Generally the closing rank for Cse is around 1500-2500 ( assuming you belong to the general category ). However you can get other branches also in top colleges with your score.
