sir, i got 9th rank in ts pgcet in B.M.E but i didn't get a seat in ou[phase1] if there is any chance to get a seat in ou in 2nd councealing

Cutoffs vary every year due to the difficulty level of the paper, no of seats available in the college for the course, no of students appearing for the exam and the counselling. So cutoffs change every year. With your rank yo uhave a fair chance of getting admission, so apply for the counselling and try your luck.
