As you have mentioned that your neet score is 440 marks and you fall under obc category which almost have the cutoff as that of the general category candidates. Well!!!! Your marks are good enough to fetch a government seat for BHMS. If we look over previous year's cutoff trend for BHMS then, then you may easily get a seat with 440 marks under 85% state quota seats. Last year (2018) 428 marks secured a government seat for BHMS under state quota.
So, looking this scenario you have fair chances to get a seat. But if you apply under All India Quota then it would be difficult to get a seat in any government medical colleges because this this year the cutoff marks might have increased by 15-25 marks.
I prefer you to apply for BHMS under 15% state quota.
