Since you failed to qualify GATE 2018 so you are not eligible for CCMT 2018 or any other recruitment in PSU on basis of GATE 2018. For both procedure, You must be qualified GATE 2018 .
But don't lose hope You can try private sector job as per your area of interest. Otherwise you can try Next year with more effort than this year.
