Yes, you can apply for EWS in April session or counseling but make sure that you have the caste certificate as a proof. You can appear in JEE mains as EWS category candidate. And during counselling,you won't be able to get a seat through EWS if you don't change it in April session. In that case your generalized rank will be considered.
Now, once you change your category in April session, you will have to score better than January session as according to the guidelines, if a candidate appears in both the sessions, than best of two will be considered, which means if your January session scores are higher than that score will be considered while admissions and also general category will be considered (since your January session application mentions general category)

you have to apply for it in april session. If you get more score in april session then only your reservation application will be considered during counselling. If your january session mark is higher than april session then there is no need of ews certificate as your application form doesn't has any information of reservation category. The officials won't consider it for january session.
So apply for april session and try to score higher than january session. IT will benefit you in marks,rank and reservation service.
