CBSE allows for " IMPROVEMENT " which is an exam conducted for those who have failed, absent or want to improve their marks. Give it next year. Only if you pass, you will be eligible for NEET 2019 !

try to pass in all subjects in class 12th next year, if you are pass then you will be eligible to give NEET 2019 exam

however you can fill the forms before hand, but while counselling you wlll be considered only when you are pass in 12th in 2019
