If there is a withdrawal option coming on the account after you login in  this website: https://ipuadmissions.nic.in/publicinfo/Public/View.aspx?page=71.

Then you can get a refund of Rs40000 and if there is no option of withdrawal then you might not get Rs40000 also you have freezed a college for which I think you wont be eligible for the refund.Also if you want to spot round you can go for it.
