sir I have given my category as obc in the neet application . but i am not eligible for it in all india 15% level because income exeeds limit, but i am eligible for it in state 85% quota . so now how to change my category in all india level. i got 479 in neet i am from karnataka

If you fail to provide the valid certificate during the time of counselling you'll be automatically considered as a general category student. It is recommended to you that during the time of filling the application form for counselling you select for general category as you don't have the certificate. The worst case scenario in this situation is that your seat might get cancelled.
However you'll be eligible under OBC quota for state counselling eventhough you have applied for general category in AIQ counselling.
