Hi there.
Yes you can keep both seats for choosing.
Once you get a seat in the counseling round, you can keep the seat at float and apply for 2 counseling round. If you got a seat in 2nd round too . Then you can choose between the two seats . But you cannot keep both the seats for going in third round.
