No, with 70% in 12th board examination you will not be able to appear in JEE Mains 2019 as for admissions to NITs/ IIITs/ GFTIs, candidates should have secured at least 75% marks in class 12th exam or be in the top 20 percentile in the class 12th exam conducted by the respective board. For SC/ ST candidates, the eligibility criteria is 65%.

Apoorva since you have 70.6% in your class 12th through which you can easily be able to take admission in any of the Private colleges but yaah inorder to enter in these elite institutions like IIT / NIT / IIIT / CFTI you need to have atleast a score of atleast 75% in class 12th if you are from General Category and for other categories like ST / SC it will be like 65% in class 12th.
