Yes definitely you are eligible to appear for NEET UG 2019 entrance exam as you have 60% aggregate marks in class 12th board exams and i think your age is less than 25 years.

Yes you are eligible to appear for Neet 2019 since you satisfy all the eligibility criteria including percentage in class 12th also make sure did you satisfy the minimum age and maximum age limit criteria it is your age should be between 17 years and 25 years.

You are eligible to apply. As per the eligibility you should have minimum 50% PCB aggregate score in class 12th as a gneral category & 40% as a reserved category. You can check the eligibility of the exam with the given below link.
