Hello there. Just want to say that since you are alloted the seat in UIET Chandigarh, you should definitely take admission there and can wait for the bcece. UIET Chandigarh has the option of fees reimbursement so by that if you get admission through bcece and want to cancel your seat from UIET CHANDIGARH, you can submit a application for fees reimbursement and all the fees will be reimbursed back to you. So just for getting on a safer side you should surely take admission in UIET Chandigarh and wait for what's coming next.

Since you have got 90% in JEE mains, I will suggest you to go for BCECE as there you could get a better college. See ultimately i will suggest you to stick to your state. If bihar is your state then go for bcece or if chandigarh is your state then go for chandigarh.
And depending on what is your prefered branch assuming it isn't biotech, you should definately wait
If you think at your rank you can get better branch in atleast an equally good college then why not. As many factors are there that come into play like where do you have state quota. It could really benefit you in that way. UIET is a decent college but i think it would be wise to hang in there in BCECE counselling to see what it unfolds. If investing money doesn't bother you then it is actually what you should do.
