Check the guidelines for the entrance exams. There is some prescribed date in them highlighting that you need to be 21 before that. For example, if the date is July 31, then calculate your age as per that and then see if you are eligible for that or not. Most if the entrance exam set Jan 1 of the exam year as the benchmark but there are some exceptions. Read the guidelines well and then apply

Yes you can give SBI po or clerk or any bank exams during your final year. But if you will selected you have to show your result which satisfied that you are a graduate.
